Whoops, i ran into exactly the same problem. Fresh Win10 install and i get the exact same error! Plus: i don’t have that .dll in my Windows folder.
Needless to say - i made a fresh download and install. Does this .dll come with some .NET extensions? 3.5 and 4.0 are not installed automatically.
Edit: Never mind, the solution is quite easy. You should install the Visual Studio components. If you have an old install, chances are, that some other program installed the libraries, but with a fresh install you don’t have them. Either wait until some other program installs that .dll or look for those (i prefer downloading directly from MS):
