Using SoundSet Creator, would it be possible/feasible to create a mini-soundboard of “one-shots” for my son’s iPod Touch so he could trigger his own character sound effects during play?
That should be possible. Make a new soundset and just choose the elements you like, there is no need to create moods (in this case). Add them to the new soundset (use the search function for the elements on the right side of the creator to find what you are looking for) and when they show up in the elements window, instead of using the preset sound effect, choose one shot as the preset. Then you will have all the samples hiding behind that element ready as a one shot.

This may be slightly tangential to your question, but if you are using Syrinscape with the Fantasy Grounds VTT then the ability to create “player” (mini-)soundboards with Fantasy Grounds is one of the new features of the v2 of the (Fantasy Grounds) DOE: Sounds Extension, due to be released ASAP.
